

Ms. Maginnis joined Powers Pyles Sutter & Verville PC as an associate in 2005. As a member of PPSV’s education practice group, she represents institutions of higher learning in audit and program review proceedings before the US Department of Education and in transactions regulated by the Department. Ms. Maginnis also advises educational institutions regarding compliance with state and federal standards and accreditation. She monitors legislative, regulatory, interpretive guidance, and other developments on a variety of federal education matters.
Prior to joining PPSV, Ms. Maginnis was an associate at Brustein & Manasevit in Washington, DC, where her practice included general education law, administrative law, and grants management. Ms. Maginnis advised state governments, local education agencies, community colleges, educational corporations, and non-profit associations regarding compliance with federal education standards, and grant management and cost principles. She also represented schools in special education cases before the District of Columbia Student Hearing Office and the US District Court for the District of Columbia and assisted in the representation of state agencies in audit appeals before the U.S. Department of Health and Human Services and the US Department of Education.
During law school at the University of Virginia, Ms. Maginnis was a member of the University of Virginia Environmental Law Journal. She was also a law clerk at the Charlottesville-Albemarle Legal Aid Society in Charlottesville, VA the Office of the Virginia Attorney General in Richmond, and the Virginia Commission on Youth.
