Kimberly Bingaman

Associate

Kimberly Bingaman joined the firm in Spring 2008.  Prior to joining PPSV, Ms. Bingaman was a Program Legal Group Attorney Advisor at the US Department of Education, Office for Civil Rights (OCR).  At PPSV, she utilizes her Department experience by representing post-secondary institutions in audit and program review proceedings and in transactions regulated by the Department. Ms. Bingaman also advises educational institutions regarding compliance and accreditation matters and monitors legislative, regulatory, interpretive guidance, and other education developments.

While at the Department of Education, Ms. Bingaman worked on a variety of policy, regulatory and litigation matters.  Specifically, she conducted legal research relevant to OCR policy; drafted memoranda regarding Title IX athletics, service animals, disabilities, and communications with limited language proficiency populations; reviewed state enforcement activities in vocational education programs; evaluated state  compliance reports; and developed content for a web-based training module for new attorneys on investigating, analyzing and resolving complaints.

Ms. Bingaman holds a BA from the University of Minnesota and a JD from Georgetown University Law Center, where she was managing editor of the Georgetown Journal of Gender and the Law.  Following law school, Ms. Bingaman served as a law clerk to the Honorable Linda K. Davis of the Superior Court of the District of Columbia.
